Mike Franck, a 34-year-old African American male, tragically lost his life on April 1, 2017, in Tampa, Florida. Franck was fatally shot during a drive-by shooting outside the Palace Hookah Lounge in the SoHo entertainment district. The incident occurred around 4:30 a.m. when Gary Omar Rivera Montanez, 22, who had been ejected from the club earlier, returned and opened fire from his car.
