Jose Raudel Garcia, known as "El Ruso," was a 46-year-old Hispanic male who was murdered on April 20, 2018, in Hialeah, Florida. Garcia was a well-known cockfighting referee in Miami, often officiating at illegal cockfighting events held in a clandestine arena located in a lawless area near the Everglades. On the day of his death, Garcia was found shot multiple times inside the cockfighting ring, with a pouch of refereeing equipment hanging from his neck.
Despite the presence of approximately 50 people at the event, no one called the police, and by the time authorities arrived, the witnesses had dispersed.
The underground facility where Garcia was found was elaborate, featuring a padded arena with stadium-style seating, a full-service bar, a kitchen, and a large scoreboard to track the fights. The area, known as the C9 basin, has a notorious history of illegal activities, including cockfighting, illegal slaughterhouses, and unpermitted buildings.
