Joseph Bullock, a 42-year-old Florida Highway Patrol trooper, tragically lost his life on February 5, 2020, in Stuart, Florida. Bullock, who had served with the Florida Highway Patrol for 19 years, was assisting a stranded motorist on Interstate 95 when the incident occurred. The motorist, identified as Franklin Reed III, 28, of Palm Bay, had a dispute with a tow truck operator over the cost of services.
During this altercation, Reed shot Bullock point-blank while Bullock was seated in his patrol car. The shooting happened at approximately 10:15 a.m., just north of the northbound rest area on I-95 near Palm City.
Following the shooting, an off-duty Riviera Beach police officer, Jemel Headings, who was passing by, intervened. Headings exchanged gunfire with Reed, shooting him once in the chest. Despite being shot, Reed turned the gun on himself and took his own life. The incident resulted in a significant law enforcement response, with multiple agencies involved in the investigation. The Florida Department of Law Enforcement took charge of investigating the shooting of Reed by Headings, while the Martin County Sheriff's Office focused on the events leading to Bullock's death.
The community and law enforcement agencies deeply mourned Bullock's death. He was remembered for his dedication and service, with numerous memorials and honors established in his name. A portion of I-95 in Martin County was designated as the "Trooper Joseph Bullock Memorial Highway," and the FHP station in Fort Pierce was renamed the "Trooper Joseph Bullock Building." Additionally, a custom-made chair memorializing Bullock was placed in the FHP's Fort Pierce station as a reminder of his sacrifice.
