Arthur Elbert Starks, a 61-year-old African American male, tragically lost his life on December 27, 2020, in Titusville, Florida. Starks, who had migrated to Titusville from Brooksville, FL, over 28 years ago, was known for his skills as a roofer, handyman, and auto mechanic. On the day of his death, he was working on repairs to his maroon 2003 Saturn Ion sedan in the parking area of the Forest Park Apartment Complex on Rock Pit Road when he was fatally shot by an unknown assailant.
