Robert E. Hooper, a 40-year-old officer with the San Francisco Police Department, tragically lost his life on February 9, 1978. Officer Hooper was fatally shot during an incident that began as a routine traffic stop. The suspect, who had a history of mental health issues and was a former inmate of Napa State Hospital, fled the traffic stop and led Officer Hooper and his partner on a vehicle pursuit.
