Leonard Walter Garcia, a 31-year-old police officer from Richmond, California, tragically lost his life on December 28, 1992. Officer Garcia, along with his partner David Haynes, was responding to a domestic disturbance call involving a hostage situation early that morning. The incident occurred at 6:30 a.m. on Hartnett Avenue, just half an hour before the end of their shift. The call was made by the daughter of the suspect, who had hidden in a bedroom and contacted the police for help.
