Dennis Earl Phelps, a 47-year-old deputy with the Fresno County Sheriff's Office, tragically lost his life on May 19, 2002, in Clovis, California. Deputy Phelps was fatally shot during a traffic stop on Highway 168 at Shepherd Street. The vehicle he stopped had been involved in a shooting incident just 45 minutes earlier. After notifying dispatch of the stop, radio contact with Deputy Phelps was lost. A responding officer later found him on the ground, with his gun, badge, radio, and patrol car stolen by the suspect. Deputy Phelps was immediately flown to a local hospital, where he succumbed to his injuries.
The suspect, who had stolen Deputy Phelps' patrol car, was later located by another deputy. A pursuit ensued, during which the suspect opened fire, shattering the windows of the responding officer's vehicle. The suspect eventually crashed the patrol car and fled on foot, prompting a massive manhunt involving over 100 officers from multiple agencies. On May 25, 2002, the suspect was finally located in a trailer in the Prather area of Fresno County. When surrounded by officers, the suspect opened fire once again and was subsequently shot and killed.
Deputy Phelps had been with the Fresno County Sheriff's Office for 18 months and had a long career in law enforcement dating back to the early 1980s. He had only completed his training as a patrol deputy one week prior to the fatal incident. Deputy Phelps is survived by his wife, daughter, son, parents, and sister.
