Dennis Earl Phelps, a 47-year-old deputy with the Fresno County Sheriff's Office, tragically lost his life on May 19, 2002, in Clovis, California. Deputy Phelps was fatally shot during a traffic stop on Highway 168 at Shepherd Street. The vehicle he stopped had been involved in a shooting incident just 45 minutes earlier.
