Rosa Elvira Valencia Garcia, a 35-year-old Latina, tragically lost her life on May 31, 2009, in a murder-suicide incident in Encino, Los Angeles. According to authorities, Rosa was shot to death by her husband, Pedro Papias, a 41-year-old Latino, in their home on Haskell Avenue. The incident occurred around 12:30 p.m. on that fateful Sunday.
