Thomas McClain, a 22-year-old resident of Eureka, California, was fatally shot by a Eureka Police Department (EPD) officer on September 17, 2014. The incident occurred in the early hours of the morning outside McClain's home on Allard Avenue. According to police reports, officers were conducting a surveillance operation in the area when they observed McClain interacting with a man on the street and suspected he might be armed.
