Jose Alfredo Rincon, a 28-year-old Latino, was tragically shot and killed on January 4, 2015, in the Vermont Vista neighborhood of Los Angeles. The incident occurred around 7 p.m. while Rincon was using a pay phone at a gas station located in the 9900 block of South Hoover Street.
