Kenneth Ballou, a 26-year-old resident of the Gowanus Houses in Brooklyn, New York, was fatally shot on September 17, 2018. The incident occurred just before 5 p.m. outside 187 Hoyt Street, where police responded to a 911 call reporting a man shot.
