Dewayne Powell, a 41-year-old Black male, was killed on February 23, 2016, in Birmingham, Alabama, in a death that unfolded with a grim, almost cinematic cruelty. Before dawn, firefighters and police were called to a house fire in the 700 block of New Hill Avenue in the East Brownville neighborhood. Inside that burning home, they found Powell dead.
