The investigation
into Santiago's death soon uncovered a connection to a past event, suggesting a motive of revenge. In 2019, Santiago, while working as a security guard, was involved in a fatal shooting at the Cedarwood Towers apartments. The Monroe County District Attorney's Office had ruled this earlier shooting a justifiable homicide. The individual who died in that incident was Bradley Thomas. This history became a crucial element in understanding the tragedy that befell Orlando Santiago.
Within a month of the shooting, on June 29, 2022, the Rochester Police Department announced an arrest in connection with Santiago's murder. The suspect was identified as 31-year-old Timothy Thomas, the brother of Bradley Thomas. Investigators alleged that Timothy Thomas had shot and killed Santiago as they drove past each other on Hudson Avenue. At the time of the arrest, police also sought the public's help in locating the grey 2005 Chevy Tahoe believed to have been used in the commission of the crime.
The legal proceedings that followed brought a resolution to the case. In March 2023, Timothy Thomas pleaded guilty to the fatal shooting of Orlando Santiago. The following month, he was sentenced to 20 years in prison for what prosecutors described as a revenge killing.
