In the late hours of a Sunday evening in Parkville, Maryland, a dispute that had been simmering throughout the day tragically boiled over, ending the life of 30-year-old Ramel Keith Baker. On August 17, 2014, just before 11 p.m., Baker was in an alley in the 8700 block of Loch Bend Drive, near the Welcome Inn where he resided, when he was ambushed and shot multiple times.
