In the late hours of a Saturday night in September 2014, the joyous atmosphere of a neighborhood block party in Baltimore was shattered by gunfire. When the chaos subsided, 29-year-old Kevin Bass Jr., a Black male, was found suffering from a gunshot wound to his chest. The shooting occurred just before midnight on September 6th in the 2200 block of Cecil Avenue, not far from his own home.
