Carlos Alberto Perez Roque, a 24-year-old Hispanic/Latino man, was shot and killed on the night of December 7, 2014, after police were called to a home in the unit block of Haines Court in Owings Mills, Maryland. The call came in around 9:20 p.m., and when officers arrived they found him suffering from at least one gunshot wound. Medics were summoned, but he was pronounced dead at the scene before the night was over.
