On a cold December evening in Baltimore, Maryland, the life of 31-year-old Devon Perkins, a Black male, was tragically cut short. On December 18, 2017, Perkins was found in Northeast Baltimore with multiple gunshot wounds.
The Baltimore Police Department launched a homicide investigation into the shooting. The case presented initial challenges for investigators due to a lack of immediate leads and witness reluctance to come forward.
