In the early morning hours of September 6, 2020, the quiet of a Montgomery Village, Maryland apartment complex was broken by a grim discovery. A police officer, on an unrelated call, found the body of 37-year-old Mark Earl Leonard Webb lying face down in the parking lot on Willow Creek Drive.
