In the cold of early January 2018, Thomas J. Rice III, a 44-year-old man, became the first homicide victim of the year in Kansas City. His life was cut short on the evening of January 4th, when he was discovered unresponsive inside his parked car along U.S. 40 and Manchester Trafficway. Paramedics who arrived at the scene could do nothing for him; he was pronounced dead from a single gunshot wound to the head.
