Ralph Edward Harper, a retired St. Louis City Police Sergeant, tragically lost his life on October 29, 2018, at the age of 67. Harper was shot during a robbery attempt outside a relative's home in the Tower Grove South neighborhood of St. Louis. On that fateful morning, Harper was parking his car to babysit two children in his family when he was approached by two individuals, Jalynn Garner and Justin Matthews.
