On the early morning of February 3, 2019, a violent incident unfolded in the historic Jazz District of Kansas City, Missouri, claiming the life of a 25-year-old man named Jackie Charles Johnson II. Police officers responded to a call reporting shots fired near 18th and Vine streets around 2:00 a.m., a time when the area was still active with nightlife. Upon arrival, first responders discovered Johnson deceased inside a vehicle located near 19th and Vine.
The chaotic scene also resulted in a second victim suffering a gunshot wound; this individual was able to transport himself to a nearby hospital for treatment and was believed to have been wounded at the same location.

In the days following the homicide, the Kansas City Police Department released surveillance images of a vehicle of interest, described as a white SUV, possibly a Chevrolet Tahoe. Affectionately known to friends and family as 'Jay Jay' or 'Cadillac Jack,' Johnson was a local barber and entrepreneur who owned the 'Tailor Made' barber shop and had launched a clothing line. He was a graduate of the Paseo Academy of Fine and Performing Arts and was remembered by his community for his positive influence and involvement in local organizations like the Urban Rangers. His death sparked an outpouring of grief in the Jazz District community, with memorials and vigils held to honor his memory. Despite the release of the vehicle description and pleas for information from the public, reports from the time did not announce an immediate arrest, and the case joined a list of violent crimes investigators worked to solve in the city.
