On a Thursday evening in Kansas City, Missouri, the life of 22-year-old Andre Tolan was tragically cut short. On January 23, 2020, police responded to a shooting at the East Hills Village Apartments located in the 7600 block of Monroe Avenue. There, they discovered Tolan, a young male, deceased from gunshot wounds in front of one of the apartment buildings.
