I recently came across an element of the Donovan Welch case that I found quite concerning — Jerome Nowden's criminal history and the justice system's handling of it. It seems like there were plenty of red flags before the tragic events on October 14, 2019. How could someone with a track record involving drug offenses, resisting arrest, and firearm possession still be on the streets? I’m trying to understand the gaps in the legal system that might have allowed this to happen. Was the probation system not stringent enough, or was there a lack of resources to monitor individuals like Nowden effectively? It makes me wonder how many others might be out there, slipping through the cracks. My heart goes out to Donovan's family — this should never have happened. Thoughts?
