People might have been going about their daily routines—heading to work, grabbing an early lunch, or just starting holiday shopping. Also, the location, the 1300 block of Half Street SW, is a pretty central area. It's just disturbing to think such violence can erupt in broad daylight in places where people probably feel relatively secure.
