In the predawn hours of October 15, 1994, gunfire erupted at the intersection of Riggs Road and Oglethorpe Street in Northeast Washington, D.C. Police arrived about 12:49 a.m. and found 29-year-old Kevin Spencer Proctor with a gunshot wound; he was taken to a hospital and later pronounced dead.
The initial investigation produced no immediate suspect, and the case went cold for years. Nearly two decades later, on February 28, 2014, authorities announced a charge of first-degree murder against 41-year-old Frank Joseph Williams IV of Silver Spring, Maryland, in connection with Proctor’s death.
If anyone knew Kevin Proctor, saw activity near Riggs Road and Oglethorpe Street that night, or has information about the case, please share what is known with investigators.
