In the early evening of June 6, 2024, 68-year-old Jeffrey Cluey was seen at the 5th Street boat launch in Racine, Wisconsin. Security cameras captured him with a green canoe, which he launched into the waters of Lake Michigan around 7:30 p.m. A detail of the surveillance footage that has drawn considerable attention is the presence of a carry-on sized suitcase that Mr. Cluey placed into the canoe with him before setting off.
