Carmen Tolbert, a 36-year-old woman, was last seen in Cincinnati, Ohio, on November 1, 1996. Described as a Black woman with black hair and brown eyes, standing 5'6" and weighing around 155 pounds, she may have also used the names Carmen Butts or Carmen Reed.
