In the small community of Sullivan City, Texas, a family's life was irrevocably changed on Halloween of 2021. On that day, 29-year-old Hugo De Anda, a Hispanic male, was seen in the early morning hours and then seemingly vanished. He was last observed walking in the border town located in Hidalgo County.
