In the winter of 1999, a 22-year-old man from Atlanta, Georgia named El Shawndrae Devon Jones was visiting friends on Hilton Head Island, South Carolina. On the evening of February 18th, he was with his friend, Toby Bing. The two were last seen at about 6:30 p.m. in the 100 block of Wild Horse Road. Jones, known to his loved ones as Shawn or Gibbs, was an African-American man with black hair and brown eyes, standing at 5'9' and weighing around 195 pounds. He had several distinct tattoo ...
