In the winter of 1999, a 22-year-old man from Atlanta, Georgia named El Shawndrae Devon Jones was visiting friends on Hilton Head Island, South Carolina. On the evening of February 18th, he was with his friend, Toby Bing. The two were last seen at about 6:30 p.m. in the 100 block of Wild Horse Road.
