On the evening of July 3, 2020, 38-year-old Jami Lyle Lucas was riding his motorcycle in the vicinity of Outing, Minnesota. At approximately 8:30 p.m., a law enforcement officer who was aware that Lucas's driver's license had been revoked attempted to initiate a traffic stop. In response, Lucas fled, leading to a pursuit.
