Kelly Vaughn Buckner, a 34-year-old Black male, was last seen in East Palo Alto, California, on February 26, 1999. At the time of his disappearance, he was described as being 5'9" tall and weighing 286 pounds, with black hair and brown eyes. Buckner has a noticeable gap between his teeth and a tattoo of a musical note on his left hand. He may have had a full beard when he went missing.
