In the spring of 2019, a sense of unease began to settle over a family in Jacksonville, North Carolina, regarding their loved one, 59-year-old Leopoldo Guaroa Echevarria De La Rosa. Mr. De La Rosa, a Hispanic male also known by the name Jose Soto-Rasario, had been staying with a relative in the city.
