In 1987, James Carol Jackson, a welder by trade and a United States Marine veteran, informed his family of his decision to move from his home in Texas to Alabama in pursuit of work opportunities. It is believed he found employment working on road construction projects in the South Alabama area. For about a year after his relocation, Mr. Jackson maintained communication with his family.
