Carmen Owens, a 41-year-old woman from Shawano, Wisconsin, was last seen on November 2, 1998, at the local bus station in the 1200 block of East Green Bay Street. She purchased a Greyhound bus ticket for Green Bay, possibly intending to travel onward to Minnesota. She was last seen wearing a brown polyester coat and carrying a purse with keys and her checkbook, but she had no luggage with her.
