William Charles Lafferty, aged 52, was last seen on December 18, 1999, in Ocean City, New Jersey. On the day of his disappearance, Lafferty was picking up his December Social Security check near the 1100 block of Asbury Avenue. He has not been heard from since. At the time, Lafferty was wearing a puffy orange jacket, blue jeans, and a baseball cap. He also walked with a limp and had a noticeable scar on his right thigh. His nickname was "Bill Phater."
