Ande Fan, a 31-year-old resident of New Haven, Connecticut, went missing on August 8, 2004. He was last seen at his home in Bella Vista Apartments, an independent living facility on Eastern Street. Fan, who suffered from bipolar disorder and other medical issues, left behind all of his personal belongings, including his keys, money, and passport. Since his disappearance, his bank account has not been used, raising concerns about his well-being.
