In the spring of 1994, a quiet and reserved man named Charles Edward Wells, known to some as 'Lil' Caesar, disappeared from his home in Baltimore, Maryland. On the afternoon of April 25th, the 54-year-old was seen for the last time at his residence within the 3300 block of Dorithan Road.
