The two had reportedly gone out for a driving lesson.
Later that day, his stepfather returned home alone, stating that he had dropped Billy off at a friend's apartment where he was supposed to spend the night. According to the stepfather's account, Billy waved as he walked away. However, Billy was never seen or heard from again.
The initial belief that Billy may have run away from home soon gave way to a more sinister theory. Investigations revealed that no one at the friend's apartment complex recalled seeing Billy that day, including the friend he was supposed to visit. In fact, it was discovered that no one was even home at the friend's residence at the time he was allegedly dropped off.
