Tracy Pickett, a 14-year-old girl from Webb City, Missouri, was last seen on August 12, 1992. The previous day, she had spent the night at a friend’s house in Webb City, unaware that this would be her last known whereabouts. There was a party at the residence that night, and one of the male guests, later identified as Lowell Andrew Billy, took an interest in Tracy. He offered to give her a ride back to Joplin the following morning so she could change her clothes, but she was never seen again.
