Justin Phillip Harris, a 13-year-old boy from Casper, Wyoming, was last seen on February 15, 2004, at the R.L. Mills Home, a group home for boys where he resided. Workers at the facility discovered that he was missing during breakfast roll call. Justin's bed had been cleverly stuffed with clothes to make it look like he was still sleeping, a method he had used in the past when running away.
At the time of his disappearance, he was wearing glasses and possibly a gray jacket and black snow boots. Justin was developmentally disabled, functioning at the level of a 6- or 7-year-old, and required daily psychiatric medications, which he did not have with him when he vanished.
Justin had a history of running away from various foster homes before being placed in the group home. His father initially believed Justin had run away to be with him, possibly trying to travel to Oklahoma, where his father resided. However, as time passed, his father began to suspect foul play, suggesting that Justin might have been a victim of a crime. The group home staff reported that Justin had been doing well both at the facility and in school prior to his disappearance, and they believed his absence was cause for concern.
