Justin Phillip Harris, a 13-year-old boy from Casper, Wyoming, was last seen on February 15, 2004, at the R.L. Mills Home, a group home for boys where he resided. Workers at the facility discovered that he was missing during breakfast roll call. Justin's bed had been cleverly stuffed with clothes to make it look like he was still sleeping, a method he had used in the past when running away.
