On the morning of August 20, 1994, 46-year-old Gene Andrew Payne started his day like any other on his ranch in the remote Avra Valley area of Pima County, Arizona. Around 7:00 a.m., he told his wife, Peggy, that he was heading out to feed their livestock, a routine task on their property located off North Musket Road.
