On November 13, 1980, a fishing trip off the coast of North Carolina marked the beginning of a lasting mystery for the families of two young men. Ted Haywood Wall, 21 years old, and his close friend and fellow commercial fisherman, Harold Jeffrey Mays, age 21, were last seen that afternoon aboard Mays' 23-foot Sea Ox boat. They were approximately 16 miles southeast of the inlet off Cape Hatteras, in the vast expanse of the Atlantic Ocean.
Earlier in the day, another fisherman had reportedly assisted them with engine trouble, helping to repair and restart their 280-horsepower Volvo engine. After this encounter, at about 1:30 p.m., all contact was lost.
The alarm was raised later that evening, and by 9:00 p.m., a massive search and rescue operation was underway. The United States Coast Guard, along with the Navy, Marines, and Air Force, launched a comprehensive search that would span two weeks and cover an immense 104,000 to 211,000 square miles of the ocean. Despite the scale and duration of the search, which involved numerous aircraft and surface vessels, not a single trace of the men or their boat was ever found. The vessel itself, a Sea-Ox, was considered to be of a design that was very difficult to sink due to its foam flotation, which would likely keep it just below the surface even if swamped. The complete absence of any debris, wreckage, or personal effects has been a confounding factor in the case from the very beginning.
Over the decades since their disappearance, the lack of evidence has led to speculation and theories, but no concrete answers. Some have wondered if the disappearance was related to foul play, possibly connected to the drug trade that was known to occur among some fishermen in the area during the winter months. However, no charges have ever been filed in relation to this theory. Mays' mother, Shirley Mays, held onto the belief that her son might still be alive and even authored a book titled 'Outer Banks Piracy: Where is My Son Jeffrey?' detailing her thoughts on the case.
