Theodore Gerard Cabugos II was last seen on October 25, 2000, in Santa Barbara, California, at the age of 44. On that day, he spoke with his fiancée on the phone around 4:00 PM, informing her that he was on his way home. Concern arose when he failed to return by 10:00 PM, prompting her to report him missing.

Cabugos's vehicle was later found abandoned in the parking lot of Santa Monica Harbor near Leadbetter Beach. A witness reported seeing a man who matched Cabugos's descrip ...
