Todd Eugene Collett, aged 3, was last seen on January 23, 1964, in Goleta, California, near his home in the San Marcos subdivision. He had been playing outside with his twin brother and a friend near a construction site. The boys had been warned not to enter the site, but Todd reportedly crossed over to it, followed by his friend, while his twin brother stayed behind.
About 20 minutes later, the friend's mother came to retrieve her son, who mentioned that Todd might have gone near a fire or a bulldozer on the site. Despite an extensive search, including the area’s septic systems and demolition fires that burned for four hours, no trace of Todd was ever found.
There were reports of a strange man seen in the neighborhood around the time of Todd's disappearance. The man, described as having a black beard, light skin, green eyes, and wearing a blazer with a "New Zealand" insignia, was asking for directions and unnerved local residents. Despite this, he was never identified, and it remains unclear if he had any involvement in the case.
