In the spring of 2001, in Longview, Washington, a one-year-old boy named Jose Adolfo Garcia was spending time with his father. On April 19th, the boy's non-custodial father, Alvaro Carrillo Garcia, indicated they were heading to Portland, Oregon, for a quick errand. Alvaro was supposed to bring Jose back to his legal guardian later that same day, but they never returned.
