In the summer of 2014, a sense of quiet normalcy surrounded 55-year-old Dennis Michael Harper's last known moments. On July 7th of that year, the Bellingham, Washington resident was seen in his neighborhood of Birchwood, near the 2800 block of West Maplewood Avenue.
