James Carl Harvey, a 41-year-old man, went missing on May 29, 1994, after a tragic fall off a cliff at Cape Kiwanda in Pacific City, Oregon. Although the Coast Guard located his body, harsh weather conditions prevented them from retrieving it. His body was never recovered, and despite efforts, no further progress has been made in the case.
