Xuan Cao, a 53-year-old man, was last seen on September 8, 1999, while visiting North Bergen, New Jersey. Cao, originally from China, was part of a tour group at the time of his disappearance. On that day, he told his fellow travelers that he was leaving the hotel to make a phone call. However, he never returned, leaving behind his passport and luggage. His last known location was the vicinity of the hotel in North Bergen.
