On a Monday morning in the spring of 2015, a sense of quiet concern began to unfold in the coastal town of Cape Carteret, North Carolina. John Bruce Philips, a 50-year-old man who was deaf, was last seen on April 27th of that year. It is believed he left his home in the Star Hill North neighborhood on foot around 9 a.m. At the time he was last seen, he was wearing a blue long-sleeved polo shirt, a dark green jacket, jeans, and a distinctive pair of gray athletic shoes with orange soles.
