Edward Carr, a 71-year-old man from Hammond, Louisiana, was last seen on September 18, 2016. He was reported missing after being spotted near the intersection of Natchez and Palmetto Streets in Hammond at around 5:00 a.m. Carr, who suffered from dementia, was wearing a red shirt, green camouflage-print shorts, and brown shoes at the time of his disappearance.
